The City of Patterson offers the following programs and/or projects:

Las Palmas Place Complex:

The first 24 units of this 40-unit rental complex are complete.  Leases for these units will be restricted to senior citizens who are income qualified. There are still vacant units, interested candidates are encouraged to contact the Housing Authority of the County of Stanislaus at (209) 557-2000 to receive further information.

First Time Homebuyers Program:

The City is offering a loan program to assist homebuyers who purchase their home within Patterson city limits.  Approval is subject to meeting income requirements.  If you are interested in applying for the program, please see the Program Overview below. 

The funds that were available for the program have been expended. The City is still accepting applications for those interested in being placed on our waitlist.

Note: Please be advised that an application will not be processed unless it is accompanied by a "Pre-Approval" letter from a mortgage lender.

Minor Home Repair Program:

Is your home in need of minor repairs? The City of Patterson is now offering homeowners grants and loans to repair or eliminate conditions that present health and safety hazards.

Program Info:

  • Up to $20,000 in assistance
  • Combination of grants &/or loans
  • Applicants must own the home
  • Income limits apply

CDBG and HOME Programs

The City of Patterson receives Community Development Block Grant (CDBG) and HOME funds from the U.S. Department of Housing and Urban Development through the Stanislaus County Block Consortium.  The Consortium includes Stanislaus County and the Cities of Patterson, Oakdale, Newman, Ceres, Waterford and (for the HOME program only) Turlock. 

HUD requires Stanislaus County to prepare and submit a five year Consolidated Plan and Annual Action Plans to be considered for funding. The Annual Action Plan responds to prioritized needs with appropriate project programs.  The County also prepares the Consolidated Annual Performance and Evaluation Report (CAPER). This report describes the actions taken to reach the goals set forth in the Consolidated Plan and Action Plan. These documents can be viewed at City Hall or at the Stanislaus County website.


City of Patterson Housing Element Update

City staff has completed a draft Housing Element to the General Plan.  The Housing Element analyzes existing and projected housing needs in the community and outlines goals, policies, and programs to preserve, improve, and develop housing for households of all economic levels.  The updated housing Element includes changes to reflect more recent statistics regarding City of Patterson demographics and changes necessary for compliance with State law.  The Housing Element is based on a regional Housing Needs Allocation of 686 housing units for the period from 2007 to 2014, as established by the Stanislaus Council of Governments.  The document can be viewed at the following links:
